In an effort to simplify income tax withholding for individual taxpayers after the passage of the Tax Cuts and Jobs Act of 2017, the IRS issued a draft version of the 2019 Form W-4 with instructions.
The form is two pages, which is half the length of the 2018 form. The shorter length is due to eliminating the “Personal Allowances Worksheet,” the “Deductions, Adjustments, and Additional Income Worksheet” and the “Two-Earners/Multiple Jobs Worksheet” from the instructions.
The IRS warns taxpayers that this form has been provided for informational purposes as a courtesy and will most likely change. A new draft will be posted later this summer with the standard IRS coversheet indicating they do not expect that draft of the form to change.
