Survey: Small businesses push for tax simplification

March 13, 2025

A recent survey from Goldman Sachs finds small businesses are planning for 2025 to be a year of growth and optimism — and they’re urging the federal government to prioritize tax reform, address inflation, enhance workforce development, cut regulatory red tape and increase access to capital.

According to the survey, 69% of small businesses are optimistic about the financial trajectory of their business in 2025, and 78% plan to grow their business this year.

However, more than half (57%) of small business owners said their business is being held back by regulatory red tape and compliance.

And ninety-five percent of small business owners believe the federal government should be doing more to tailor programs and services that reflect small business owners’ realities and needs.

The survey of 1,188 participants included small business owners from 49 U.S. states, two U.S. territories and the District of Columbia. See more findings.
